The compact would let psychologists treat patients remotely or in person across member states, provided they hold a valid license in their home state.
Opponents have raised concerns about maintaining consistent standards of care and oversight. They worry that differing licensing requirements between states could lead to gaps in accountability. However, the compact's structure requires each participating psychologist to follow the laws and ethical rules of both their home state and the state where the patient is located.
If Governor Kathy Hochul signs the bill into law, New York would become the largest state to join the compact. The move could reshape mental health access for millions of residents, especially those in rural areas or near state borders who currently face significant barriers to care. Proponents say the change is long overdue and will help address the ongoing shortage of mental health professionals.
